Magnus Greel made his first and only televised appearance in the popular Fourth Doctor story The Talons of Weng-Chiang. Despite not looking like it, he is actually a time travelling human from the 51st century who decided to go and live in 19th century China where he became a god called Weng-Chiang. He later moved to 19th century London which is where the Doctor met him.
